Workshops on Neopoet are groups that meet for a certain period of time to focus on a certain aspect of poetry. Each workshop participant is asked to critique all the other poems submitted into a workshop. A workshop leader helps coordinate -- they set the agenda, give participants feedback on whether their submissions and critique are at they level expected of them, and after the workshop is over, give feedback to participants.
To join a workshop, first find one that is of interest to you. Once you have found the right workshop (and verified that it is open -- you can find this out in the description below), you can apply to join the workshop.

Take it how you like.
Instead of a war on the outside as in WW11 or Vietnam or the likes (outside) rather inside the person as in a fight against paranoia or any inner challenge of the person. Could be personal or an experience with another person. A conflict within. It's an imagination spark as well. There are really no rules in this workshop Edna, simply what you decide to write about. We just try to help with a prompt.

Enter this workshop as any other.
Request to join this workshop.
You need to be added to the workshop so that will be done on your interest Edna..
Move your pointer over Workshop at the top of the page and it drops down.
Select Submit A Poem.
Fill out the submission form as you would any poem.
Down the form near 3/4 the way you will see Workshop. Click on it and there will be a drop down.
Select the Idle Time Poetry workshop.
Be sure the form is all filled out as you wish.
Press the Save button.
The poem will go to the stream as well as the workshop list and the workshop will show up as a workshop that you are/were a part of.
Do not post poems in this workshop's comments please.

What exactly are you finding?
1- Are you getting the message that you can only submit one poem every 24 hours or a similar message?
2 - If not then who or what is telling you: "I am told I can enter a 2nd poem within 24 hours if it's in a workshop but then I am told I can't."

I get this...

That means one can submit a 2nd one if it's in a workshop.
